Winged Shepherd is a six-mana 3/4 flyer with vigilance and cycling — the cycling is the only reason to run it, and even then the bar is low. For one white mana you can pitch it to draw a card, which matters in decks that want to fill the graveyard or trigger cycling payoffs, but as a standalone creature it is thoroughly outclassed.

In Commander, the card is essentially unplayable outside of dedicated cycling builds led by commanders like Gavi, Nest Warden, where every cycler counts toward triggering free token generation. In Legacy, Modern, Pioneer, and Vintage the card is legal but functionally irrelevant; far better cycling options exist at the same or lower cost.
