In Commander, Wingbeat Warrior earns its slot only in aggressive white weenie or tribal-evasion decks that need to push damage through on a specific turn — think Balan, Wandering Knight equipment builds or Emeria Angel token swarms where granting flying to a dozen attackers closes a game. In Pauper, the common restriction actually helps it: evasion-granting creatures at common are scarce, and a morph body with a relevant combat trick on flip is exactly the kind of tempo play the format rewards. Legacy and Vintage are non-starters — the effect is too narrow and the body too small to compete. Wingbeat Warrior is a niche card in every format it's legal in, but Pauper is where it comes closest to earning a maindeck spot.
