In Commander, Wingbeat Warrior earns its slot only in aggressive white weenie or tribal-evasion decks that need to push damage through on a specific turn — think Balan, Wandering Knight equipment builds or Emeria Angel token swarms where granting flying to a dozen attackers closes a game.
