Wing Storm is a Commander card — full stop. Outside of niche extra-combat builds in Legacy or Vintage, no competitive format gives a creature enough flight triggers in a single turn to make three mana worth spending on this effect. In Commander, however, extra-combat engines and flicker loops can stack the trigger count high enough that Wing Storm becomes a finisher rather than a removal spell. It's legal in Oathbreaker as well, where a flying-focused planeswalker shell could theoretically abuse it, but the window is narrow.
