Windscouter puts a flying body in the air and returns a creature to its owner's hand when it deals combat damage to a player — a repeatable bounce effect stapled to a evasive attacker. The cost is that it's a three-mana 1/2, which means it trades poorly and needs protection to fire more than once.
Format Analysis
Where it lives, where it can’t
| Format | Verdict |

| modern | not legal |
| pioneer | not legal |
| standard | not legal |
| vintage | legal |
| pauper | not legal |
| oathbreaker | legal |
Windscouter is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees essentially no play in any of them. In Commander, repeatable bounce on a creature can slot into tempo or flicker strategies, but a 1/2 body for three mana without haste or immediate impact is too fragile to count on — the effect only matters if it survives to attack, which is a big ask at a table with four opponents. Legacy and Vintage have no interest in a three-mana creature this inefficient when better tempo tools exist at every point on the curve. Windscouter is a bulk card in every format that will host it.

Price Context
Current price
$0.15 bulk tier
At $0.15, Windscouter is deep bulk — buy-in is negligible if a specific deck calls for it. There's no pressure on the price from competitive demand, so it stays at the floor.
