In Commander, Windreaver earns its slot in blue control and stax shells that want repeatable tap-down effects — the ability to untap your own mana rocks or tap down an opponent's blocker at instant speed is real, recurring leverage. Legacy and Vintage have no interest; five mana for a 3/3 with activated abilities doesn't compete in formats where the bar for blue permanents is Force of Will and Tolarian Academy. Modern is similarly uninterested — the cost-to-impact ratio falls apart when the format ends games before Windreaver's tap effects accumulate. Windreaver's home is Commander, full stop.
