In Commander, Wind Strider competes against evasion and removal that does more for less, and it loses that competition badly. Pauper is the one format where the floor is low enough that a 3/2 flyer with a built-in unblockable trigger can occasionally pull weight in aggressive commons-only builds. Everywhere else — Legacy, Modern, Pioneer, Vintage — Wind Strider is simply outclassed by cards that cost less mana and threaten more on the board.
