Wind Dancer is legal in Commander, Legacy, Vintage, and Oathbreaker, and irrelevant in all of them except Commander, where repeatable utility on a cheap body at least has a home in casual evasion-matters builds. In Legacy and Vintage, a fragile 1/1 with a slow, telegraphed activated ability simply does not compete with the pace of those formats. In Oathbreaker, the same logic applies — the format is fast enough that a two-mana do-nothing-immediately creature rarely justifies a slot.
