Wild Hypothesis replaces itself and deals 3 damage to any target for two mana — the catch is that you cast a random spell off the top of your library, which is either a bonus or a liability depending on how much your deck wants chaos. In Primo, the Unbounded builds and similar spellslinger shells, the randomness is largely upside; everywhere else, evaluate it as a cantrip with reach and occasional chaos tax.

Primo, the Unbounded triggers off noncreature spells, so Wild Hypothesis does double duty — it pings a target, draws a card, and then fires off a second spell for a second trigger, turning a two-mana cantrip into a two-trigger engine that scales with every other instant and sorcery in the deck.

In Commander, Wild Hypothesis earns its slot in spellslinger decks that want cheap, triggerable spells — the damage is relevant for planeswalker removal or closing out a weakened opponent, and the random cast turns into free value with a deep instant/sorcery suite. In competitive 1v1 formats like Modern and Legacy, it's too slow and too unreliable; the random spell clause is a real cost when sequencing matters and opponents interact at instant speed. Pauper is the one non-Commander format worth watching — common-slot burn-draw hybrids are harder to come by, and Wild Hypothesis competes reasonably there if the meta slows down enough for the randomness to be tolerable.
