Whiteout blanks all non-Snow creatures' abilities until end of turn for a single green mana — a narrow effect that only pays off in dedicated Snow builds. Outside of that context, it does nothing a real removal spell couldn't do better.

Whiteout is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but its practical home is Snow-themed Commander decks where opponents are unlikely to be running Snow permanents of their own. In Legacy and Vintage, the effect is too conditional and too slow to matter when faster disruption is everywhere. Pauper is the one format where budget Snow synergies occasionally come together, but even there Whiteout sits on the fringe.
