White Dragon is a 4/4 flying beater with a triggered ability that forces the controller of a creature it damages to discard a card — solid pressure, but six mana for a vanilla-stat dragon in a format full of Demanding Dragon and Demanding Dragonlord effects makes it hard to justify the slot. You run it in tribal or flavor builds, not because it's the most efficient option.

In Commander, White Dragon competes with a crowded pool of dragons that generate more immediate value — six mana needs to either win the game or protect itself, and White Dragon does neither.
