The catch is that it requires a Rogue to hold it, which is a real constraint outside dedicated tribal builds, but in Anowon, the Ruin Thief decks it's a slam-include.

Whispersteel Dagger is a Commander card through and through — the effect scales with the number of opponents, so the three-graveyard access in a four-player pod is where it earns its slot. In Legacy and Vintage it's technically legal but sees no competitive play; the equip cost and Rogue restriction are far too slow for those formats. Commander and Oathbreaker are the only realistic homes, and even in Oathbreaker the two-player dynamic cuts the value roughly in half.
