In Commander, Whispers of Emrakul is a role-player in dedicated discard strategies — it asks you to maintain a power-4 creature, which most midrange and stompy black decks accomplish naturally, and two-for-one discard at sorcery speed is real card advantage denial in a multiplayer context. In Legacy and Vintage, targeted discard is already covered by Thoughtseize and Hymn to Tourach at better rates with no conditions attached, so Whispers of Emrakul doesn't make the cut. Modern and Pioneer have similar issues — the power-4 condition is a liability in formats where your creature may not survive to your second main phase.
