Whispering Shade is a mediocre filler creature that trades board presence for a Swamp-counting buff you have to keep paying for. Unless your deck is built around Swamps specifically, there are better ways to spend both the mana and the card slot.

Whispering Shade is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but only Pauper gives it a remotely honest look — mono-black control shells there can support the repeated activation cost and actually have enough Swamps to make the bonus meaningful. In Commander, the format it's most often considered for, it's too slow and too conditional: four mana to deploy, then more mana every turn just to get a temporary buff that evaporates the moment you stop paying. Legacy and Vintage don't want it at all. Whispering Shade is a Pauper card at best, and even there it's fringe.
