In Commander, it earns a slot almost exclusively in Merfolk tribal lists, where the draw clause turns it from filler into an efficient interaction piece. Legacy and Vintage have access to better generic bounce, so Whirlpool Whelm never makes the cut there even in Merfolk builds.
