Whirlermaker is a Commander card through and through — the three-mana activation is too slow for any competitive 60-card format where better token engines exist at a fraction of the cost. In artifact-tribal Commander builds, though, the repeatable nature of the effect compounds over a long game, and flying tokens are genuinely useful for blocking, chump-attacking, or fueling sacrifice outlets. Legacy, Modern, Pioneer, and Vintage are all technically legal but realistically irrelevant — no competitive list there wants a four-mana do-nothing artifact that takes another three mana per token to produce value.
