Commander is where Whir of Invention does its best work — singleton artifact tutors at instant speed are scarce, the format's longer game lets you build the artifact count the spell demands, and fetching directly onto the battlefield bypasses both hand size and countermagic aimed at the permanent. In Legacy and Vintage the card is legal but rarely sees play; those formats want cheaper, less conditional tutors, and the triple-blue pip is punishing in anything but a dedicated mono-blue or artifact storm shell. Modern has access to it but the format's speed generally demands interaction that doubles as proactive play, so Whir of Invention is a niche inclusion at best outside of dedicated Urza or affinity-style builds. Pioneer offers it as a legal option, though the artifact density needed to make it efficient is harder to assemble there. The card is illegal in Standard and Pauper, which is where most casual players will never encounter it.
