Whetwheel is a Commander card first and almost exclusively — 40-card libraries make large-X activations meaningful, and the format's access to infinite or near-infinite mana combos gives it a real ceiling. In Legacy and Vintage, it's technically legal but wildly outclassed by dedicated mill pieces that cost a fraction of the mana for a fixed, efficient effect. Modern is the same story: the format moves too fast for a slow, mana-hungry artifact to matter. Oathbreaker is the one other home worth considering, where the smaller starting library and Commander-style mana ramp let Whetwheel threaten a kill in a single turn if your signature spell generates enough mana.
