It earns a slot only in dedicated mill or self-mill builds where the symmetry is broken by graveyard payoffs or opponents are specifically targeted through political use.

Commander is where Whetstone sees essentially all of its play, and even there it needs a shell built around it — 102-card libraries mean you're activating this a dozen times minimum to threaten one opponent, let alone three. In Legacy and Vintage it's legal but has never been competitive; faster and more efficient mill options exist, and three mana per two cards is unplayable at those tables. Oathbreaker narrows the library size problem somewhat, but the same logic applies: Whetstone only belongs in a deck that wants the effect badly enough to support repeated activations.
