Wetland Sambar is a vanilla 2/1 for two mana, and that rate hasn't been competitive in any format for a very long time. In Commander, a 100-card singleton format where every slot is contested, it offers no etb trigger, no keyword, no synergy hook — nothing to justify the inclusion. Pauper is the one format where cheap commons can matter, but even there the floor for two-drop creatures is well above a statless beater with no text. Legacy and Vintage are non-starters for obvious reasons. Wetland Sambar is legal everywhere it could be played and belongs in none of those places.
