Weldfast Wingsmith turns every artifact entering the battlefield into a free flying buff, threatening lethal in the air if you're assembbling artifacts at any speed. The cost — four mana for a 1/3 — is real, but in an artifact-dense shell it overperforms its rate quickly.

In Commander, Weldfast Wingsmith earns its slot in artifact-synergy decks that are already flooding the board with artifacts, where repeated +2/+2 flying triggers can close games that stall at parity. Pauper is the format where Weldfast Wingsmith has the most competitive ceiling — artifact synergies at common are dense enough to make the trigger fire multiple times a turn. In Modern and Pioneer it's outclassed by faster payoffs, and Legacy has no interest in a four-mana creature without an immediately broken effect. Oathbreaker follows the same logic as Commander: fine in the right artifact shell, invisible elsewhere.
