Weapon Surge is legal across Commander, Legacy, Modern, Pioneer, Pauper, Vintage, and Oathbreaker, but that breadth doesn't translate to relevance. In Pauper aggressive red decks, it can occasionally steal combat math and push lethal damage, which is the format where it comes closest to earning a slot. In Commander, a single-turn combat pump that doesn't generate card advantage or a permanent board state is almost never worth a card — the overload mode is the only reason to consider it, and even then it competes with spells that do far more for red at the same cost.
