It sees play only in dedicated counter-synergy decks where every counter on the board triggers additional payoffs, and even then it competes hard for that slot.

In Commander, Weapon Rack occupies the low end of viable — it fits in Atraxa, Praetors' Voice or Ozolith-style counter decks where the counters themselves generate cascading value, but in any other shell it's just a slow buff that doesn't replace itself. Competitive and mid-power tables will find the recurring mana cost a constant drain; casual +1/+1 counter decks are the natural home. In Pauper, where commons-only play makes incremental engines more meaningful, Weapon Rack could see fringe use in dedicated proliferate or counter shells. Legacy, Modern, Pioneer, and Vintage have no interest — those formats move too fast for a three-mana artifact that does nothing the turn it enters.
