If your deck is built around it, it's a finisher; if it's a splash, it's a liability.

Commander is the only format where Wayward Angel is worth serious consideration, because the 100-card singleton environment gives cleric tribal the density it needs to keep the haunt cost from draining you dry. In Legacy and Vintage it's legal but never sees play — a seven-mana creature with a conditional upkeep cost has no path to a competitive slot in those formats. Oathbreaker shares the same verdict: legal on paper, irrelevant in practice. Outside Commander cleric tribal, Wayward Angel is a draft curiosity, nothing more.
