Wayspeaker Bodyguard is a Commander card through and through — the ability to protect your general from a well-timed removal spell is worth a slot in decks that live and die by keeping their commander on the battlefield. In 60-card formats like Modern and Pioneer, it simply doesn't compete for the three-mana creature slot, where every card has to do more than babysit another permanent. Standard could theoretically find a use for it in an aggressive humans or soldier shell, but the payoff rarely justifies the slot. Legacy and Vintage don't want this at any cost.
