Waterspout Warden is a Commander card — full stop. The ETB bounce effect is too slow and too cheap-in-power for any 60-card format where a two-mana sorcery like Unsummon already feels underpowered. In Pauper the body-to-mana ratio doesn't compete with dedicated tempo pieces, and in Modern or Pioneer no one is spending four mana on a 2/3 that bounces one permanent at sorcery speed. In Commander, Waterspout Warden earns its slot specifically in ETB-abuse decks where the trigger is the whole point, not a bonus.
