Commander is where Waterspout Elemental does its best work: five mana for a mass bounce across three opponents can dismantle an entire table's board development in one swing, and the skip-next-turn drawback is easier to exploit here than elsewhere — flicker effects, sacrifice outlets, or simply winning before your next turn all dodge the downside. Legacy and Vintage are legal but uninterested; the effect is too slow and too clunky for formats where games end faster and individual permanents matter less than instant-speed interaction. Oathbreaker is legal and occasionally relevant if your planeswalker shell can capitalize on a cleared board immediately.
