In Commander, Waterfront District earns its slot in any Dimir or multicolor deck that includes blue and black — the cantrip on death means sacrifice outlets, bounce loops, and land-cycling effects all generate value from it, and entering untapped keeps your mana open on early turns. In Pauper it competes in a crowded field of cheap dual lands, but the draw trigger gives it a real edge in control shells that can exploit it. Legacy, Vintage, and Modern all have access to strictly better dual lands, so Waterfront District sees essentially no play in those formats despite being legal. Pioneer is a similar story — fetchable dual lands crowd it out.
