Commander is where Watcher Sliver belongs — Sliver tribal is almost exclusively an EDH archetype, and a toughness anthem that applies to every creature you control compounds fast when your board is twenty Slivers wide. In Legacy and Vintage, Slivers exist but operate on a faster axis where a four-mana do-nothing-on-entry creature is a liability; you'd rather be deploying Sliver Hivelord or closing the game. Pauper is legal on paper but Sliver synergy at common depth isn't competitive there. Stick to Commander.
