Watcher in the Web is a Commander card through and through — the multi-block ability is most relevant in a format where you're staring down three or four opponents and their boards simultaneously. In Pauper it's technically legal but too expensive for a format that kills you before turn five matters. Modern and Pioneer have zero interest; five mana for a defensive creature with no immediate impact on the stack is a non-starter in those formats. Legacy and Vintage don't need a Spider. Commander is the only place Watcher in the Web earns its slot, and there it genuinely earns it.
