Warren-Scourge Elf is a hate piece, and its value tracks directly with how many Goblin decks are in your meta. In Commander, it's a hyper-targeted answer to Krenko, Mob Boss and Goblin Recruiter strategies — cheap to land early, but a dead card against the other three players. In Pauper, Goblin tribal is a real deck, so Warren-Scourge Elf at least has consistent targets, though it doesn't see play because sideboard slots are tight and other hate is broader.
