Warren-Scourge Elf is a hate piece, and its value tracks directly with how many Goblin decks are in your meta. In Commander, it's a hyper-targeted answer to Krenko, Mob Boss and Goblin Recruiter strategies — cheap to land early, but a dead card against the other three players.
