War Screecher trades board presence for a repeatable tap ability — spend enough mana and enough creatures and you can tap down a blocker or attacker every turn, which matters more than a 2/3 body ever will. The cost to activate is steep enough that War Screecher earns its slot only in dedicated go-wide white decks that can pay in creatures rather than mana.

In Commander, War Screecher belongs in token-heavy white builds where you're already flooding the board and can feed the tap ability without bankrupting your turn. Pauper is its most competitive home — common-only go-wide strategies occasionally want repeatable tap effects to push through damage in stalled games.
