War Flare is built for Commander, specifically for decks that can put enough creatures into play to make a mass pump and haste grant end the game on the spot. In 60-card formats like Modern and Pioneer it's outclassed — Heroic Intervention, Fires of Invention, and dedicated pump spells do more for less in those contexts, and the instant speed doesn't compensate for the narrow use case. Pauper is where it sees the most non-Commander play, slotting into token swarm builds that can threaten lethal out of nowhere. Legacy and Vintage have no interest in it.
