Wandering Champion is a two-mana 2/1 that filters cards when it deals combat damage to a player — conditional draw stapled to an understatted body. The condition (requiring another multicolored permanent) and the fragility make it a fringe roleplayer at best, outclassed by nearly every other draw engine at the same cost.

In Commander, Wandering Champion is a borderline inclusion — the multicolored-permanent requirement is easy to satisfy in most builds, but a 2/1 for two rarely survives long enough to draw more than one card in a multiplayer game with three opponents packing removal. In Pauper it competes directly with the format's deep pool of efficient commons and doesn't make the cut outside very specific multicolored aggro shells. Legacy, Vintage, and Modern have zero interest in a conditional cantrip body this slow. Pioneer is the closest thing to a home if a Boros or Naya aggro shell ever needed the effect, but it doesn't. Wandering Champion is a Commander card for multicolored-matters decks, and even there it's a role-player, not a staple.
