Wand of the Elements is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but competitive Constructed formats will never touch it — four mana plus two lands for two 4/4s is unplayable when those formats demand immediate, efficient pressure. Commander is the only realistic home, and even there Wand of the Elements earns its slot only in dedicated land-sacrifice or Elemental-tribal builds where the lands being fed to it have already paid dividends through Landfall or draw triggers.
