In Legacy and Vintage, one mana plus a tap to make an opponent discard one card is simply too slow and too targetable against formats defined by turn-one and turn-two kills — there are cheaper, faster discard spells that don't require an artifact to survive. Commander is the right home: the game goes long, multiple opponents mean multiple targets, and the cumulative pressure of hitting someone every turn adds up in a format where incremental card advantage matters. In Oathbreaker, the faster pace cuts into its value, but discard-themed Oathbreakers can still extract real mileage from it.
