Commander is the format where Wand of Denial earns its slot — three or more opponents means more opportunities to fire it each turn cycle, and the life totals start high enough that the 2-life payment rarely becomes dangerous until the late game. In Legacy and Vintage, the card is legal but essentially unplayed; those formats move too fast and demand answers that don't cost mana and a tap to function. Wand of Denial is locked out of Modern, Pioneer, Standard, and Pauper entirely, so Commander and Oathbreaker are its only real homes. In Oathbreaker the lower starting life total of 20 sharpens the trade-off, but the two-player dynamic also means every activation matters more.
