Commander is where Wall of Mourning earns its slot: three opponents means three cards exiled to the bottom per rotation, which compounds into meaningful library disruption over a long game. In Legacy and Vintage it's technically legal but competes with every powerful blue and white card ever printed — no realistic shell wants a 0/4 that slowly reorders libraries. Oathbreaker is the only other format worth mentioning, and the two-player default makes the effect half as impactful as it is in a Commander pod.
