In Commander, Wall of Frost earns its slot in any Arcades, the Strategist or Phenax, God of Deception list that wants a high-toughness body with built-in board control — it's one of the few walls that punishes attackers without spending additional resources. Outside Commander, Wall of Frost is legal in Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but sees essentially no competitive play in any of them — three mana for a non-flying defender just isn't a rate those formats respect. This is a Commander card through and through, and even there its audience is narrow: if your commander doesn't convert toughness into damage, cards drawn, or mill triggers, Wall of Frost is a speed bump with no upside.
