In Commander, Voyage's End is a role-player in blue tempo and Serpent tribal lists where the scry has genuine deck-manipulation value — outside those homes it's outclassed by Cyclonic Rift and even Unsummon in most 99s. In Pauper it's one of the more efficient bounce spells available at common, and the cantrip-adjacent scry matters in a format where card selection is a real constraint. Modern and Pioneer have access to Fatal Push, Prismatic Ending, and stronger counters, so Voyage's End rarely earns a slot there. Legacy and Vintage don't want it at all — the power ceiling on interaction in those formats makes a two-mana bounce with scry a non-starter.
