In Commander, a 3/1 first striker for three mana is so far below the power floor that no archetype wants it — token strategies have better three-drops, Voltron decks need evasion or utility, and aggro doesn't exist at the format's pace. Legacy and Vintage have access to every efficient creature ever printed, so Volunteer Militia never sees play there either. Pauper is the one format where commons get genuine scrutiny, but even that format's floor is well above a vanilla 3/1 with no enters-the-battlefield effect, no keyword beyond first strike, and no tribal tag worth caring about.
