Volrath's Shapeshifter lives almost entirely in Commander, where graveyard-filling engines and discard synergies are abundant and the singleton format rewards flexible, repeatable threats. In Legacy and Vintage it's technically legal but sees no meaningful play — faster combo decks don't want a two-mana setup piece that requires a graveyard and does nothing the turn it arrives with no support.
