Volrath's Shapeshifter lives almost entirely in Commander, where graveyard-filling engines and discard synergies are abundant and the singleton format rewards flexible, repeatable threats. In Legacy and Vintage it's technically legal but sees no meaningful play — faster combo decks don't want a two-mana setup piece that requires a graveyard and does nothing the turn it arrives with no support. Commander is the format where the card is genuinely dangerous: a reanimator shell can strand a Blightsteel Colossus or Emrakul on top of the yard and present a 13/13 trampler or an annihilator threat on a body that dodges targeted removal by simply changing the top card.
