In Commander, Volcanic Submersion fills a narrow role: red decks that want land destruction and need to replace the card immediately. Four mana is steep in a format where most interaction costs one or two, and land destruction is politically costly on top of that, so Volcanic Submersion sees play mostly in dedicated land-hate builds rather than general red lists.
