Volcanic Awakening destroys three lands — no targeting, no saves, just gone — and it does it at instant speed with kicker scaling if you want more. Three mana for that effect is cheap enough that the question isn't whether it's powerful, it's whether your deck is built to weaponize land destruction.

Commander is where Volcanic Awakening actually belongs — land destruction is a real axis in the format, and hitting three lands at once can set a greedy five-color player back far enough to matter. In Legacy and Vintage it's simply too slow and too narrow; those formats have better things to do at three mana, and land destruction rarely closes games there. Modern has largely moved past land destruction as a viable strategy, so Volcanic Awakening sits on the fringe at best. Oathbreaker shares enough of Commander's multiplayer DNA that the card is playable there for the same reasons.
