Commander is where Voice of the Vermin has any real home, specifically in Rat tribal or token-doubler shells that can exploit repeated combat steps — think Isshin, Two Heavens as One or Marrow-Gnawer. In competitive constructed formats like Modern and Legacy it's unplayable; a five-mana 2/2 with a slow value trigger doesn't survive the rate check. Pioneer and Vintage are similarly hostile for the same reasons. Voice of the Vermin is a Commander card through and through, and even there it needs the right deck to justify the slot.
