In Commander, it slots into tap-synergy builds — Derevi, Empyrial Tactician and Azorius or Bant exert/tap strategies get real mileage from locking down a blocker or utility creature every attack step. In every competitive 60-card format, a three-mana 2/3 that requires combat damage to trigger is far too slow and conditional to register.
