Vizier of the Anointed draws you a card every time a Zombie or Zombie-generating creature enters under your control, and it puts a +1/+1 counter on that creature to boot — all on a 3/4 body for five mana. The cost is steep enough that you need a dedicated token or reanimation shell to justify the slot, but inside one, it's a reliable engine.

Commander is the only format where Vizier of the Anointed earns its slot — a five-mana enchantment that draws cards needs a deck built around it, and the 100-card singleton singleton format's Zombie tribal density justifies that investment. In Modern and Pioneer it's simply too slow and too parasitic; competitive creature decks don't want a five-mana do-nothing-on-its-own enchantment when lords and disruptive threats exist. Legacy and Vintage are non-starters for the same reason, compounded by those formats' brutally efficient threat density. Oathbreaker could theoretically support it inside a Zombie-heavy shell, but the 60-card constraint tightens the competition for high-mana slots considerably.
