Commander is where Vivisurgeon's Insight belongs — proliferate strategies, oil-counter synergies, and Phyrexian-tribal builds all give it a natural home and the card slots justify its inclusion. In Pauper, it's legal and the instant-speed cantrip body is real, but dedicated proliferate shells are narrow enough that most decks will skip it. Modern and Pioneer have access to it on paper, but neither format has a competitive shell that wants to spend two mana on oil counters without more redundancy around the effect. Legacy and Vintage have the tools to support it but also have strictly more powerful options occupying the same role.
