Vivien's Arkbow is a Commander card through and through — the format's longer games give you the mana to activate it meaningfully and enough creatures in typical green lists to make the dig reliable. In Modern or Pioneer, paying three mana and discarding a card to maybe hit a creature is far too inconsistent and slow against the formats' efficient threats and counterpressure. Legacy and Vintage have access to it but have no reason to run it when faster, more reliable creature tutors exist. Stick to Commander, where big-mana turns and toolbox green builds make the X-cost activation genuinely threatening.
