In Commander, Vito's Inquisitor is a payoff piece in dedicated +1/+1 counter builds — run it alongside Hamza, Guardian of Arashin or Atraxa, Praetors' Voice and it drains three opponents simultaneously every time you stack counters, which adds up quickly in a long game. In Standard and Pioneer, the card competes in aggressive white-black life-drain shells, but the three-mana entry cost is a real barrier when faster threats are available at two. Modern and Legacy don't want Vito's Inquisitor — the format speed makes a 1/1 for three that requires setup nearly unplayable.
