Vitality Hunter is a Commander card through and through — the format's longer games give you enough time to hit four mana and enough opponents to find a meaningful target worth stripping counters from. In Legacy and Vintage it's legal but wholly irrelevant; those formats move too fast and punish four-mana do-nothings without immediate board impact. Oathbreaker shares enough of Commander's pace that Vitality Hunter can see fringe play in the right shell, but the smaller deck size makes dedicated slots harder to justify.
